Kevin B. Hynes concentrates his practice in environmental law, state and local taxation, litigation, and government relations. Kevin’s depth of experience has served our clients well in a variety of ways.
Environmental Experience
Kevin served as a trial attorney with both the Illinois Attorney General’s Environmental Bureau and the Environmental Enforcement Section of the U.S. Department of Justice in Washington, D.C. Prior to joining O’Keefe Lyons & Hynes, LLC, Kevin practiced for several years with Schiff Hardin
LLP's national environmental practice group, and served as assistant legal counsel on environmental and revenue issues to the Speaker of the Illinois House of Representatives.
Kevin has represented manufacturers, developers, municipalities, and utilities in compliance matters under
CERCLA, RCRA, the Clean Air Act, the Clean Water Act (including wetlands), and the Illinois Environmental Protection Act, including permitting (applications and appeals), responding to government information requests, defending enforcement actions (at the federal, state, and administrative levels), and seeking adjusted standards or variances before the Illinois Pollution Control Board.
He has counseled clients regarding requirements under these statutes, as well as TSCA, FIFRA, EPCRA reporting requirements, U.S. Department of Transportation regulations, and various state environmental statutes. Kevin has also represented clients participating in the Illinois site remediation and underground storage tank programs.
State and Local Taxation
Kevin has broad experience throughout Illinois and other states representing and counseling clients as to the real estate taxation of commercial and industrial properties, including matters of property tax incentives, abatements, exemptions, as well as real estate tax planning in the effective conduct of business operations.
